The Doppler effect/shift is the change in frequency of a wave moving relative to its source. the received frequency is higher during the approach.
New Frequency of Receding Source:
f'= v/λb
where λb = Wavelength Behind Source, v = Wave Velocity, f' = New Frequency of Receding Source.
For example, when Wave Velocity(v) = 12 m/s, Wavelength Behind Source(λb) = 3 m, then New Frequency of Receding Source(f') = 4 Hz.
